Qamishli – Al-Hasakah | Steps Syria Foundation – Justice for Life Organization
The Steps Syria for Community Development Foundation, in cooperation with the Justice for Life Organization, organized a dialogue seminar titled “Transitional Justice from a Local Perspective” in Qamishli city. The seminar aimed to open an in-depth community discussion about justice pathways in post-conflict Syria. Fourteen participants, including lawyers, human rights activists, and representatives from civil society organizations, took part.
Justice After Wars: Community Visions
The seminar opened with a pivotal question about participants’ messages to the next generation regarding “Justice after Wars,” with responses emphasizing the importance of accountability, reparations, documentation, and education. Trainer Jalal Al-Hamad, Executive Director of the Justice for Life Organization, stressed online that the satisfaction of local communities is the foundation of any effective justice pathway.
New Decrees… and Existing Challenges
The seminar analyzed decrees (19 and 20) recently issued by the Syrian Transitional Government, which stipulate the formation of commissions for the missing and for transitional justice. Despite a general welcome, participants expressed concern about the absence of clear implementation mechanisms and skepticism regarding the independence and comprehensiveness of the commissions in terms of accountability. Al-Hamad noted that transitional justice in Syria began “backwards” before the end of the conflict, thanks to civil society’s role in documentation and international trials, despite the flaws in Decree 20.
Civil Society and Media: Pivotal Roles
The session featured an in-depth discussion on the roles of civil society, independent media, women, and local leaders in supporting the transitional justice process. Attendees collectively emphasized the importance of building widespread public awareness of legal concepts and empowering affected groups to participate effectively in documentation, accountability, and reconciliation, while ensuring media independence. Challenges such as the lack of adequate representation for victims’ families and the absence of a comprehensive national plan were also raised.
Justice, Not Revenge
Participants affirmed that transitional justice is not revenge, but a framework for addressing violations and achieving fairness. The trainer highlighted the variation in Syrian contexts from one region to another, noting that justice mechanisms must be tailored to the nature of each area, with an emphasis on adopting an approach based on equality and inclusivity.
Continued Commitment Towards Justice
The seminar demonstrated advanced awareness among attendees regarding transitional justice concepts and a readiness to contribute to developing implementable local visions. The Steps Syria for Community Development Foundation reaffirms its commitment to supporting these dialogues as part of its pursuit to build a Syria based on justice, equality, and human rights.
