Steps Syria Boosts Digital Competencies for Accountants in Hama: ICDL Training for Digitalizing Administrative Work

Hama, June 18-25, 2025 – In a direct response to the urgent need to enhance digital competencies within local administrative units, the Steps Syria for Community Development Foundation organized an intensive training on the ICDL (International Computer Driving License) certificate at the Governor’s Council hall in Hama city. The training targeted 20 male and female accountants from 20 administrative units affiliated with local councils, aiming to improve their professional performance in preparing accounting reports and documents.

Bridging the Digital Divide: A Necessity for the Post-Liberation Phase

This training comes as an essential step to address the gap in digital skills among accountants, which became evident during a previous seminar on accounting consultations. The activity aims to empower local cadres to transition from traditional paper-based methods to digital solutions, thereby improving the speed and accuracy of administrative and financial work.

The training was delivered by Aya Al-Shawwy, a specialist in accounting and accounting software with extensive experience in the field. The training modules covered fundamentals in information technology, the Windows operating system, word processing using Microsoft Word, and spreadsheets using Microsoft Excel.

Practical Application and Tangible Results

The training was characterized by an intensive participatory approach, focusing on direct practical application and detailed explanations, which helped participants grasp the information despite varying initial skill levels. Real-world examples from the local councils’ work environment were used, adding a practical dimension to the training and making it more relevant to the trainees’ needs.

The training resulted in enhanced digital skills among accountants, enabling them to prepare accounting documents and reports with high efficiency, and replacing paper routines with faster and more accurate digital methods.

Voices from the Field and Recommendations for the Future

Participants expressed their enthusiasm and desire to apply what they learned: “We’ve been working on paper for years, and we never imagined that spreadsheets could make our work this much easier,” said an accountant from Hama countryside.

A female participant from Hama city added, “I hope we can actually start applying what we learned in our offices, and that the administration will provide the necessary equipment.”

Recommendations included: conducting regular practical tests, following up with participants on skill application, encouraging local unit administrations to provide a suitable working environment, and considering organizing complementary and advanced training courses.

The Steps Syria for Community Development Foundation reaffirms its commitment to supporting local cadres, believing that digital transformation in financial administration is key to achieving efficiency and transparency in Syria’s reconstruction phase.
