On April 15, 2025, the Steps for Community Development Foundation organized a dialogue seminar in Azaz titled “The Constitutional Declaration: Between Legal Necessity and the Challenges of the Current Political Reality.” The seminar brought together 14 participants, including civil society activists, academics, lawyers, media professionals, and representatives from humanitarian organizations, to discuss the new Syrian Constitutional Declaration.
Discussion Themes and Impact
The seminar was moderated by trainer Khair al-Din Habbo and focused on defining the Constitutional Declaration, the reasons for its issuance during the transitional phase, its references, and a detailed explanation of its articles. The discussion covered the importance of the declaration as a legal document that grants legitimacy to the new authority, along with a debate on controversial articles such as the religion of the President of the Republic and its impact on the principle of citizenship and equality.
The seminar deepened participants’ knowledge of the Constitutional Declaration, its principles, and rights, as well as how authorities are formed. It also encouraged the exercise of freedom of expression and the transfer of knowledge to the community, thereby fostering a culture of constitutionality and dialogue.
“Steps Syria” reaffirms its commitment to continuing legal and political awareness efforts, believing that the Constitutional Declaration is the first building block in establishing a democratic state that respects diversity and upholds the principles of justice and equality.
