On March 18, 2025, the Steps Syria Foundation hosted a dialogue seminar in Damascus on “Strategies and Priorities for Rebuilding Affected Cities and Villages.” The seminar brought together an elite group of experts and officials, including the Minister of Water Resources and the Head of the Engineers Syndicate, with the aim of promoting shared strategic thinking for the reconstruction of Syria.

Building People Before Stones: Visions and Recommendations

Participants emphasized the priority of building people and repairing essential infrastructure. The Engineers Syndicate reviewed plans for qualifying engineers using modern technologies, while proposals were presented to establish a database of damaged buildings and encourage sustainable investment.

The seminar concluded with key recommendations, including:

  1. Forming a permanent coordinating committee.
  2. Enhancing transparency and accountability.
  3. Prioritizing essential services.
  4. Supporting small and medium-sized enterprises.
  5. Attracting international funding.

This event affirms that reconstruction is a comprehensive national process requiring cooperation to ensure sustainable development and a more stable future for Syria.
